Some people believe that the initial serious proposals of the University of Leicester began with Leicester's literature and philosophical society, which developed an interest in old and meaningful literature and philosophy (that is, science). With the success of Manchester Irvine College and the establishment of the University of Birmingham and University College of Nottingham in 1900, people believed that the University of Leicester should also have a university. University colleges cannot award degrees; they are not completely independent universities, but have connections with other universities. At the end of the 19th century, the president of the association, Wyggeston Boys' School, the principals respected James Went and JD Paul, regularly called for the establishment of a university college. However, no private donations are coming, and the Leicester company is busy funding art and technical colleges. This matter was raised again in 1912 by Dr. Astley V. Clarke (1870–1945). He was born in Leicester in 1870, was educated at Wyggeston Grammar School and Cambridge, and then received medical training at Gay Hospital. He is the new chairman of the Society of Literature and Philosophy. Some people expressed dissatisfaction with Leicester's small size, which means a lack of demand. With the outbreak of the First World War in 1914, university discussions subsided. In 1917, when the war fell into desperation, the Leicester Daily Mail called in an editorial that something more practical than a memorial should be used to commemorate the dead. With the end of the war, local newspapers "Leicester Post" and "Leicester Post" encouraged donations to form universities. It has been suggested that the University of Leicester should unite with neighboring university colleges in Nottingham, Sutton Bonnington, and Loughborough to establish a federal East Midlands college rather than an independent college.
