The Open University of Hong Kong first launched a full-time associate degree program in September 2001. In March 2005, the university launched its first full-time full-time degree program. In May 2004, the Open University of Hong Kong cooperated with the Vocational Training Council (Vocational Training Council) to launch a bridging degree program.
 
In May 2005, the Open University of Hong Kong began to cooperate with local hospitals for nursing degree education. The university has organized in-flight service professional diploma courses in cooperation with Cathay Pacific. In October 2005, the university cooperated with the Hong Kong Police Force to recruit police officers for basic training.
 
In September 2006, the Open University of Hong Kong officially began to participate in Hong Kong's Centralized Joint University Admission System (JUPAS), becoming the first higher education institution to provide self-financed degree programs. At the same time, the Open University is cooperating with Hong Kong Baptist Hospital. The Open University of Hong Kong established the Mandarin Center for Education and Testing in June 2007. In August 2007, the Open University of Hong Kong and United Hospital signed a memorandum of understanding to jointly launch a full-time Bachelor of Nursing (Honours) program (National Health). At the same time, the Open University provides free teaching materials to provide Hong Kong residents with opportunities for self-study. In September 2007, the University Council unanimously approved the naming of the School of Business Administration after Dr. Lee Shau Kee in recognition of his donation of HK$50 million to support the establishment of the University Development Fund. In December 2007, the Open University of Hong Kong was included in the government's reciprocal grant program for the first time, thus raising a total of 160 million Hong Kong dollars.
 
In May 2008, the Open University of Hong Kong and the Clothing Industry Training Authority (CITA) established a partnership for the first time on supplementary degrees in the fashion business
 
In June 2008, the full-time nursing course was approved by the Nursing Council.
